The game is simple: steal the presidency (with the full support of the Supreme Court) by picking up the US Flag. All usurpers take on the appearance of the grand usurper himself, George WWIII Bush. Only the president scores points for frags. If you survive your first term (or sometimes, just if you are a lovable, senile old fool), you acquire a teflon coating which makes you virtually invulnerable - for a short time. When the president is killed, he drops the flag.
